In a statement issued by the Chief Press Secretary to the Governor, Mr. Christian Ita, he said the bill became necessary to enable the administration tackle the issue of kidnapping and other criminal cases in the state.
Reacting, the Speaker of the House of Assembly, John Gaul Lebo, said: “Kidnapping is already a criminal offence in the Criminal Code and that once the Bill is transmitted to the legislature they will only amend it to accommodate death penalty as requested by the governor.”
